<abstract xml:lang="en"><p>The article argues for the need to regulate artificial intelligence models at the national and international levels. The author analyzes the different approaches that exist in the field of AI regulation and reveals the inconsistency of regulatory goals among the public and leading companies in the field of AI. A particular regulatory problem is identified that arises from the use of advanced artificial intelligence models. The author substantiates the danger of creating a super league of players in the field of artificial intelligence. The invisibility property of large language models was also revealed. Trends in the creation of AI start-ups are analyzed; and differences between the Anglo-Saxon approach and the PRC approach to the creation of AI start-ups are revealed. The role of officials in the development and effectiveness of regulation of artificial intelligence technologies is revealed.</p>

<trans-abstract xml:lang="ru"><p>В статье обосновывается необходимость регулирования моделей искусственного интеллекта на национальном уровне и на международном уровне. Автор анализирует различные подходы, существующие в сфере регулирования искусственного интеллекта и раскрывает противоречивость целей регулирования у общественности, и у фирм-лидеров в сфере искусственного интеллекта. Выявлена особая регулятивная проблема, которая возникла из-за применения передовых моделей искусственного интеллекта. Автор обосновывает опасность создания Суперлиги игроков в сфере искусственного интеллекта. Также выявлена свойство невидимости, которой обладают большие языковые модели. Проанализированы тренды в создании стартапов в области искусственного интеллекта, выявлены различия между англосаксонским подходом и подходом КНР в создании стартапов в области ИИ. Раскрыта роль государственных служащих в эволюции и результативности регулирования технологий искусственного интеллекта</p>
