<abstract xml:lang="en"><p>The construction industry in Syria is facing risks due to the crisis and sanctions that could compromise the projects success. In order to minimize the damage caused to projects, it is necessary to develop a risk management plan based on data and verified by experts. This article proposes a methodology for identifying and evaluating the main risks based on expert assessment as a stage of the comprehensive risk management process that does not depend on the type of project. By merging the indicator of the magnitude of the classified risk and the identified risk zone, fifteen risks were identified and evaluated. The list of risks is important for construction companies in Syria when developing a risk management plan. The combined use of these two methods makes the risk management plan more useful and therefore more trustworthy, since the two proposed methods may lead to different classifications.</p>

<trans-abstract xml:lang="ru"><p>Строительная отрасль в Сирии сталкивается с рисками из-за кризиса и санкций, которые могут поставить под угрозу успех проектов. Чтобы минимизировать ущерб, причиняемый проектам, необходимо разработать план управления рисками, основанный на данных и проверенный экспертами. В данной статье предлагается методика выявления и оценки основных рисков на основе экспертной оценки как этапа комплексного процесса управления рисками который не зависит от типа проекта. Путем объединения показателя величины классифицированного риска и выявленной зоны риска было выявлено и оценено пятнадцать рисков. Разработанный нами список рисков важен для строительных компаний в Сирии при разработке плана управления рисками.Поскольку совместное использование этих двух методов делает план управления рисками более полезным и, следовательно, более надежным, поскольку два предложенных метода могут привести к различным классификациям.
