The solution of the problem of imbalances in the spatial distribution of the country's labor resources and the potential for socio-economic development of its individual territories depends on a number of factors, which include demographic together with innovative technological development of industries, the state of the financial market, etc. The simultaneous impact of regional socio-economic development on trends in natural and migratory population growth indicates the mutual influence of demographic and economic processes. To evaluate and manage these processes, the authors suggest an approach to assessing the level of demographic security of the constituent entities of the Russian Federation, taking into account population reproduction, health and marital and family relations, as well as the balance between expenditures and incomes of the regional population. The developed approach to assess the achieved and projected level of demographic security of the territory was tested and used to introduce the original typology of the constituent entities of the Russian Federation in terms of demographic security. The application of the methodology for assessing the level of demographic security of the territory and its classification into one of the types according to the integrated index of the level of demographic security is relevant for monitoring and strategic planning of socio-economic development of the constituent entities of the Russian Federation. The proposed approach provides an opportunity to draw conclusions about the observed trends on a scale from positive to negative assessment. It can be used to create a national ranking of the constituent entities of the Russian Federation according to the level of demographic security.
Решение проблемы диспропорций в пространственном распределении трудовых ресурсов страны и потенциале социально-экономического развития отдельных ее территорий зависит от ряда факторов, к которым относится демографический наравне с инновационным технологическим развитием отраслей, состоянием финансового рынка и т.п. Одновременное влияние уровня социально-экономического развития региона на тенденции в естественном и миграционном приросте населения свидетельствует о взаимном влиянии демографических и экономических процессов, для оценки и управления которыми предлагается авторский подход к оценке уровня демографической безопасности субъектов РФ с учетом воспроизводства населения, здоровья и брачно-семейных отношений, а также баланса между расходами и доходами населения регионов страны. Разработанный авторами подход к оценке достигнутого и прогнозируемого уровня демографической безопасности территории был апробирован и использован для внедрения оригинальной типологии субъектов РФ по уровню демографической безопасности. Применение методики оценки уровня демографической безопасности территории и отнесения ее к одному из типов по интегральному индексу уровня демографической безопасности актуально в мониторинге и стратегическом планировании социально-экономического развития субъектов РФ с возможностью делать выводы о наблюдаемых тенденциях по шкале от положительной до негативной оценки и использовать для составления национального рейтинга субъектов РФ по уровню демографической безопасности.
