The article analyzes the financing of water federal projects for 2019-2021, included in the Ecology National Project. Special attention is paid to the analysis of the composition and structure of sources of financing of the federal program for the conservation of Lake Baikal. It is concluded that the most significant financing instruments are inter-budgetary transfers from the federal budget and subsidies. Recommendations on the need for a larger-scale attraction of extra-budgetary financing for the implementation of this federal program with the help of public-private and municipal-private partnerships, the issuance of blue (as a kind of green) bonds are given. The article is of interest to researchers studying environmental problems, as well as authorities responsible for the protection of water resources.
В статье проведен анализ финансирования «водных» федеральных проектов за 2019 - 2021гг., входящих в национальный проект «Экология». Особое внимание уделено анализу состава и структуры источников финансирования федеральной программы «Сохранение озера Байкал». Сделан вывод о том, что наиболее значимыми инструментами финансирования являются межбюджетные трансферты из федерального бюджета и субсидии. Даны рекомендации о необходимости более масштабного привлечения внебюджетного финансирования для реализации данной федеральной программы с помощью государственно-частного/муниципально-частного партнерства, выпуска «голубых» (как разновидности «зеленых») облигаций. Статья представляет интерес для исследователей, изучающих экологические проблемы, а также органов власти, отвечающих за охрану водных ресурсов.
