The article examines the current situation in the manufacturing industry of the Russian Federation and assesses its role in the country's economy. The authors substantiate the need to develop a strategy for accelerated industrial development of domestic manufacturing companies. The implementation of this strategy will ensure the maximum increase in the share of manufacturing industries in the total volume of gross value added and obtain a synergistic effect from rapid growth in related knowledge-intensive industries, including the volume of RD, high-tech products and domestic scientific developments. The analysis of the factors hindering the development of companies in the industry was conducted. These factors are as follows: stagnant trends in production and investment activity, insufficient investments in the renewal and modernization of fixed assets, loss of intersectoral links and disruption of logistics chains, difficulty in self-development of high-tech projects, etc. To solve these sectoral problems, it is necessary to review the forms and approaches of state support, as well as update the tasks set in the Consolidated Strategy for the Development of the Manufacturing Industry, taking into account the key theses presented in the President's Message to the Federal Assembly on February 29, 2024. As a result of the study, the directions of implementing the strategy of accelerated industrial development of domestic manufacturing companies in the context of geopolitical changes, tougher sanctions and the severance of economic ties were determined. These include the following: outstripping the growth of GVA by 40%, ensuring the effective implementation of high-tech projects, modernizing and updating the fixed assets of enterprises in the industry, and increasing investment attractiveness.
В статье проводится исследование современного состояния обрабатывающей промышленности РФ и дается оценка ее роли в экономике страны. Авторами обосновывается необходимость разработки стратегии форсированного индустриального развития отечественных предприятий обрабатывающей промышленности. Реализация данной стратегии позволит обеспечить максимальный прирост доли обрабатывающих производств в общем объеме валовой добавленной стоимости и получить синергетический эффект от быстрого роста в смежных наукоёмких отраслях, включая объем НИОКР, высокотехнологичной продукции и отечественных научных разработок. Проведен анализ факторов, сдерживающих развитие предприятий отрасли, среди которых выявлены: стагнирующие тенденции производства и инвестиционной активности, недостаточный объем инвестиций в обновление и модернизацию основных фондов, потеря межотраслевых связей и нарушение логистических цепочек, сложность при самостоятельном освоении высокотехнологичных проектов и др. Для решения указанных отраслевых проблем требуется пересмотр форм и подходов государственной поддержки, а также актуализация задач, поставленных в Сводной стратегии развития обрабатывающей промышленности с учетом ключевых тезисов, представленных в Послании Президента Федеральному Собранию от 29 февраля 2024 года. В результате исследования определены направления реализации стратегии форсированного индустриального развития отечественных предприятий обрабатывающей промышленности в условиях геополитических изменений, ужесточения санкций и разрыва экономических связей. К ним отнесены следующие: опережающий рост на 40% ВДС, обеспечение эффективного внедрения высокотехнологичных проектов, проведение модернизации и обновления основных фондов предприятий отрасли, повышение инвестиционной привлекательности.
