Digital technology in the economy is becoming a key factor in ensuring the well-being and resources of future generations as an economic component of the concept of sustainable development. The advantages of digital technology in the context of sanctions restrictions can become a driver of innovation development in the regions. Based on regional data from 2010 to 2021, the dynamics of innovation activity and the territorial innovation gap were studied. To update the role of digitalization in solving the problem of balanced innovation development, the authors analyzed and detected the σ-convergence and β-convergence of the share of innovative goods, works and services in the volume of shipped goods, works and services. The cognitive effect of digitalization in the regional economy, which is not confirmed by panel data analysis models, the lack of interrelation between human capital, internal research costs per capita and the growth rate of the share of innovative goods, works, and services in the volume of shipped goods, works, and services allow to substantiate the conclusion that it is necessary to carry out scientific and technological policy measures aimed at the growth of innovation activity in the regions. The article will be of interest to institutions and public authorities in managing the transformation of priority sectors of the economy and regional development.

Цифровые технологии в экономике становятся ключевым фактором обеспечения благополучия и ресурсов будущих поколений как экономической составляющей концепции устойчивого развития. Преимущества цифровых технологий в условиях санкционных ограничений могут стать драйвером развития инноваций в регионах. На региональных данных с 2010 по 2021 годы исследованы динамика инновационной активности и территориальный разрыв в инновациях. Для актуализации роли цифровизации в решении проблемы сбалансированного инновационного развития авторы анализируют и обнаруживают σ-конвергенцию и β-конвергенцию доли инновационных товаров, работ, услуг в объеме отгруженных товаров, работ, услуг. Не подтвержденный моделями анализа панельных данных когнитивный эффект цифровизации в экономике регионов, отсутствие взаимосвязи между человеческим капиталом, внутренними затратами на НИР на душу населения и темпом роста доли инновационных товаров, работ, услуг в объеме отгруженных товаров, работ, услуг позволяют обосновать вывод о необходимости проведения мероприятий научно-технологической политики, направленных на рост инновационной активности в регионах. Статья будет интересна институтам и органам государственной власти в управлении преобразованием приоритетных отраслей экономики и региональным развитием.
