The aging of the population and related socio-economic problems in the long term will have a significant impact on the social policy of many countries, including Russia. The provision of social services to elderly and disabled citizens, being an important area of social policy of the modern state, is designed to minimize the social risks associated with the partial or complete loss of citizens' ability to self-serve due to old age, illness or disability. Ensuring the effectiveness of resource planning of the social service system, including labor resources, is impossible without knowledge of the determinants of demand for various types of social services, its assessment and forecasting. The article shows that the rapid increase in life expectancy, as well as the consequences of the demographic transition, determine the growth of the proportion of the population in older age groups. Based on the analysis of various aspects of the demand for social services in foreign countries and in Russia, it is shown that the demand for social services depends on the functional status of the population, the presence of restrictions in the performance of everyday tasks. The article attempts to build models of demand for social services that could be used for its forecast estimates. The study revealed that if in foreign countries the dynamics of the number of citizens in older age groups has the most significant impact on demand, then for Russia the dynamics of the total population has the greatest impact. At the same time, according to the results of the analysis, problems related to the assessment of demand for social services have been identified; and ways to solve them have been outlined. The article can be useful both for researchers and specialists dealing with social service issues, as well as representatives of regional government authorities responsible for the implementation of state policy in the field of social services.
Старение населения и связанные с ним социально-экономические проблемы в долгосрочной перспективе будут оказывать значительное влияние на социальную политику многих стран, включая Россию. Предоставление социальных услуг гражданам пожилого возраста и инвалидам, являясь важным направлением социальной политики современного государства, призвано минимизировать социальные риски, связанные с частичной или полной утратой гражданами способности к самообслуживанию вследствие преклонного возраста, болезни или инвалидности. Обеспечение эффективности планирования ресурсов системы социального обслуживания, в т.ч. трудовых ресурсов, невозможно без знания детерминант спроса на различные виды социальных услуг, его оценки и прогнозирования. Отсутствие современных методических разработок в области оценки и прогнозирования спроса на социальные услуги определило научную проблему исследования. На основе эмпирического исследования различных факторов, которые могут оказывать влияние на спрос на социальные услуги и его динамику, выявлены наиболее существенные из них, построены и апробированы модели спроса на социальные услуги. Статья может быть полезна как исследователям и специалистам, занимающимся проблемами социального обслуживания, так и представителям региональных органов государственной власти, ответственным за реализацию государственной политики в сфере социального обслуживания населения.
