The relevance of the study is due to the low effectiveness of the health care cost containment policy, conducted since the late 80s of the 20th century, mainly based on the methods of limiting the availability of medical guarantees and the growth of personal medical costs of households, which in the long term deteriorates the health of the population and requires further growth of medical care costs. To change the paradigm in the management of health care costs, the authors suggest financial and economic integration of curative and sanitary (preventive) medicine as a source of additional non-tax revenues and reduction of medical care costs through economic incentives for health care Acknowledgments: The article was prepared based on the results of research carried out at the expense of budgetary funds under the state assignment of the Financial University under the Government of the Russian Federation.
Актуальность исследования обусловлена низкой эффективностьюпроводимой с конца 80-х годов 20 векаполитики сдерживания затрат на здравоохранение, преимущественно построенной на методах ограничения доступности медицинских гарантий и росте личных медицинских затрат домохозяйств – что в долгосрочной перспективе ухудшает здоровье населения и требует дальнейшего роста затрат на медицинскую помощь (порочный круг). Для смены парадигмы в управлении затратами на здравоохранение авторы предлагают финансово-экономическую интеграцию лечебной и санитарной (профилактической) медицины как источника дополнительных неналоговых доходов и снижения расходов на медицинскую помощь за счет экономических стимулов охраны здоровья
