This article presents the results of the research aimed at solving the scientific and practical problem of finding theoretical foundations for managing the social development of regions in the context of increasing modern global challenges. The relevance of the problem is determined by the need to achieve sustainable development of Russian regions and to solve important social problems, first of all, poverty reduction. The research goal was the theoretical generalization of foreign and Russian research experience in the field of living standards. The study clarified the concepts of living standards and poverty. The results of the study are oriented to their practical use in the field of research on living standards and the problem of poverty in the regional context. The prospects for further research are conditioned by the need to actualize scientific and practical recommendations to reduce population poverty and increase living standards in Russian regions. В представленной статье приведены результаты исследования, направленного на решение научно-практической проблемы поиска теоретических оснований управления социальным развитием регионов в условиях усиления современных глобальных вызовов. Актуальность поставленной проблемы определяется необходимостью достижения устойчивого развития регионов России и решения важных социальных задач, прежде всего, – сокращения бедности. В ходе исследования уточнены концепты уровня жизни и бедности населения. Результаты исследования ориентированы на их практическое использование в сфере исследований уровня жизни и проблемы бедности населения в региональном разрезе. Перспективность дальнейших исследований обусловлена необходимостью актуализации научно-практических рекомендаций по снижению бедности населения и повышению уровня жизни населения регионов России.
