<abstract xml:lang="en"><p>The article is dedicated to the role that trust play in the interaction between the government and society. The research is aimed at determining the ways of enhancement of institutional trust level. The dominant point of view on trust concerns mostly its positive effect on the social developments processes. 
However, the authors have also considered the existing “seamy side” of high level of trust in the society. Based on the historical examples of major crises, the measures taken by the government to mitigate them have been analyzed, as those measures at the same time increased the level of institutional trust. The anti-crisis measures have been divided into several groups based on the type of the support recipient: households, business, financial sector and regions. As the potential efficiency and the level of support by the society of the same group of anti-crisis measures did not coincide, it became clear that for the maximization of overall efficiency of crisis mitigation special requirements have to be met. 

These conditions are aimed at increasing the level of community support for the measures of the anti-crisis program, characterized by the maximum potential effect. As a result, conclusions about the main factors and conditions of effectiveness of measures to increase institutional trust were made.

<trans-abstract xml:lang="ru"><p>Статья посвящена роли доверия в обеспечении согласованного и эффективного взаимодействии власти и общества. Автором рассматриваются существующие в научной средеточки зрения о взаимосвязи уровня доверия и уровня социально-экономического развития общества. Несмотря на доминирующую точку зрения о положительном влиянии высокого уровня доверия на эффективность функционирования сообщества, в статье рассматриваются альтернативные подходы. На основе исторических примеров социально-экономических кризисов были проанализированы основные виды мер по обеспечению высокого уровня институционального доверия. Отдельно оцениваются потенциальная эффективность и уровень одобрения членами общества различных антикризисных мер. Группы реципиентов включали в себя: домохозяйства, коммерческие организации и бизнес-структуры, финансовый сектор и отдельные регионы. Были описаны основные формы поддержки, применявшиеся для каждой из перечисленных групп в условиях крупнейших кризисов. Вследствие несовпадения наиболее эффективных и наиболее одобряемых членами общества мер, автором были сделаны выводы о необходимости выполнения ряда условий для достижения максимальной общей эффективности антикризисной политики. Эти условия направлены на повышение уровня поддержки сообществом мер антикризисной программы, характеризующихся максимальным потенциальным эффектом. В итогебыли сделаны выводы об основных факторах и условиях эффективности мер по повышению институционального доверия</p>
