Developing a model for analyzing the ethical qualities of civil servants in the Russian Federation

Abstract:
The activities of civil servants are under the close scrutiny of society, since in one way or another they affect the interests of all its members, and their results have the most direct impact on the individual, the state and society, and the realization of their legitimate interests. The work of civil servants is associated with a variety of moral problems, which are generated by the specifics of the goals, content, methods, forms, and means of their activities. Specialists in the field of public administration are particularly interested in all these questions. The purpose of this study is to develop recommendations for improving the mechanisms of creating and developing ethical qualities of civil servants. For this purpose, the author will acquaint the readers with the model of analysis of ethical qualities of civil servants and with the already existing mechanisms of creating and developing ethical qualities of Russian civil servants. The author identifies areas for improvement of mechanisms and solution of problems of creating and developing ethical qualities of civil servants. The modern stage of development of statehood is characterized by the creation of a number of measures aimed at improving the moral climate of public administration in order to increase public confidence in the government. However, this scientific issue has not been fully studied. This leads the author to develop mechanisms that improve the standards of behavior of civil servants.
